This is the second and final bulletin for the Fourth Tropical Workshop on Particle Physics and Cosmology. The topics covered in the workshop will be: Neutrinos, Flavour Physics and Precision Cosmology. It will be held near Cairns, Australia from June 9 to 13, 2003. Previous workshops in this series were held in San Juan (Puerto Rico) in 1998, 2000 and 2002.
The workshop is organized by the School of Physics of the University of Melbourne and by the Department of Physics and Astronomy of the University of Delaware. It is sponsored by the Special Research Centre for the Subatomic Structure of Matter, University of Adelaide, and the Department of Physics, University of Puerto Rico.
The scientific program will feature several review talks as well as shorter specialized seminars, and ample time for informal discussions and meetings in a relaxed setting. The current list of speakers includes:

Participation

Participation is open but the number of participants is limited. Colleagues who are interested in participating should contact Catherine Low, whose email address, phone and fax number are given at the end of this Bulletin, to check that the meeting is not oversubscribed.
There will be a registration fee of A$500 (about US$ 280 or 280 Euro), see below.
The proceedings of the workshop will be published by the American Institute of Physics.

Location

Palm Cove is about a half-hour drive (25 km) north of Cairns in Tropical North Queensland adjacent to the Great Barrier Reef. It is a relaxed, beach-side resort with great restaurants and bars. Further details can be found via a link on the workshop website. Palm Cove won the award in 2003 of having ``Australia's Cleanest Beach'', as judged by the ``Keep Australia Beautiful Council''.
Cairns International Airport has daily connections to all major Australian cities and to many overseas destinations.

Venue

The workshop will be held at the Clarion Resort Great Barrier Reef. Check out their fine website at the address on the workshop page. Another great local site is:  www.cbdhotels.com.au/.
Fifty rooms have been block booked at a special rate of A$155 per night. These rooms will be progressively released by the hotel unless booked by workshop attendees. To obtain that rate, participants are asked to register directly with the hotel, specifying the meeting name (Tropical Workshop 2003) to assure that the rooms are counted within our block and to assure them of the special (very favourable) group rate.
Delegates will be required to provide credit card details or a deposit to guarantee their booking. Reservations can be made as follows: Any participants with dietary requirements (eg vegetarian) are requested to notify the resort when registering. If you have already registered, please recontact the resort and notify them.
The default is that delegates arrive on Sunday (June 8th) and depart on Friday (June 13th). The hotel can offer rooms before or after the workshop if they are prebooked, otherwise extensions are subject to availability and will be at the hotel's standard rates.
The hotel can arrange transfers from the airport for A$15 each way but only if they have specific flight details at least 48 hours in advance.
Please be aware that June is peak season in Tropical North Queensland, with many residents of the southern states going north to enjoy the balmy weather. Consequently early bookings are preferable. Details of Cairn's climate can be found at http://www.bom.gov.au/.

Schedule

The scientific program will commence after breakfast on the Monday and finish before 1 pm on the Friday. The program is still being fine tuned, but participants wanting to make travel plans for that Friday can assume that the last session will finish before or at 1:00 pm.

Excursions

No sessions have been scheduled for Wednesday afternoon to allow delegates to make an excursion.
The resort has a travel desk where excursions can be booked. If you want to plan ahead, there is a good web site about possible trips at:   www.crcb.com.au. When there, click on ``Visitor Information'' then ``Tours''.
Please be aware that a major tourist attraction, the Great Barrier Reef, is a full-day excursion unless you select an expensive air tour. If you want to visit the reef at sea level (or even better below it!), you will have to do so before or after the workshop. Fast catamarans to the reef leave from Cairns and from Port Douglas.

Registration and Fees

The registration desk will be open from 10:00 am on Sunday June 8th. As stated above there is a registration fee of A$500. That fee includes Australia's ``Goods & Services Tax'' (GST). It covers: That fee should be paid on arrival at the workshop. Credit card facilities will be available, but only for Visa and MasterCard. If that causes a problem for you, please inform us as soon as possible.
For accompanying persons there is no registration fee, but separate tickets (prices to be announced) can be purchased for the reception and dinner. If you are bringing a partner, please inform the hotel when reserving your room.
